Passport Health Plan Promotes Carl Felix to Position of Vice-President and Chief Operating Officer

Passport Health Plan has promoted Carl Felix to the position of Vice-President and Chief Operating Officer (COO).

“Carl joined Passport in May 2016 as Vice-President–Operations Oversight, responsible initially for the organization’s Medicare Advantage Dual-Special Needs Plan (called “Passport Advantage”) and the overall relationship with Evolent Health,” said Passport CEO Mark B. Carter. “Over the course of the year, Carl accepted a number of new responsibilities and performed at the highest level in doing so. His elevation to COO is simply being formalized at this time.”

Carl’s initial career in the United States Army culminated with his service at the rank of Sergeant Major. After an assignment with the Army in Kentucky and his retirement from active service, Carl served in the administrations of two governors. During his state government service his responsibilities, among others, included management of the Kentucky Employees Health Benefit plans and Commissioner of Personnel Administration. After leaving state government, Carl was Chief Operating Officer for Bluegrass Family Health in Lexington for 10 years. Carl will provide overall leadership to Passport’s operations and will be a key leader in the continuing development and evolution of the Medicaid Center of Excellence.

“Carl has brought talent, drive and dedication to Passport,” Mr. Carter added. “He is a rare executive in that he balances the qualities of an effective manager with those of a leader. And, he’s fully committed to our mission to improve the health and quality of life of our members.”

Passport’s Medicare Advantage program offers coverage, benefits for residents of Jefferson, Bullitt, Hardin, Nelson counties

PAD logoPassport Health Plan is offering comprehensive medical and pharmacy benefits through its Medicare Advantage program – called “Passport Advantage (HMO SNP)” – to people who receive both Kentucky Medicaid and Medicare benefits and live in Jefferson, Bullitt, Hardin, or Nelson counties.

Passport Advantage is a Special Needs Plan for dual-eligible beneficiaries that provides care coordination and all healthcare services – including Medicaid, Medicare, and pharmacy services, all from one company – to a population that often experiences fragmented care.

“At Passport Advantage, we know how confusing health care can be, and we want to help. We try to make everything easy for our members, so that they can focus on their health and quality of life,” said Passport CEO Mark B. Carter. “We are proud to be Kentucky’s only nonprofit, community-based, dual-eligible health plan that is here to help Kentuckians get and stay healthy.”

Members who sign up for Passport Advantage will select a primary care physician that will provide their care and access to services. The annual enrollment period runs this year from October 15 through December 7, with services scheduled to begin on January 1, 2017. People can sign up by going to passportadvantage.com  or calling toll-free (844) 859-6152 (TTY/TDD: 711).

Passport Health Plan creates new Medicare Advantage program called “Passport Advantage” to serve Central Kentucky

Passport Advantage HMO SNP LogoPassport Health Plan is proud to announce that it has received full approval from the U.S. Centers for Medicare & Medicaid Services (CMS) to create and run a Medicare Advantage (MA)/Medicare Advantage-Prescription Drug (MA-PD) program to offer medical and pharmacy benefits to people who have both Kentucky Medicaid and Medicare benefits.

The program – which will be called “Passport Advantage” – will be available to residents of Bullitt, Jefferson, Hardin, and Nelson counties who have both Medicaid and Medicare benefits.

“Passport temporarily exited the Medicare Advantage business at the end of 2011 to focus on our Medicaid product delivery and service. Doing so allowed us to gain record growth while maintaining the highest NCQA ranking for any Medicaid plan in Kentucky,” said Passport Health Plan CEO Mark B. Carter. “By returning to the Medicare Advantage market with the Passport Advantage product, we will be able to provide improved care and continuity using the same providers for people eligible for Medicaid and Medicare benefits.”
